The article characterizes the philosophy of education and its subject, defines the range of problems, cognitive and practical value, as well as it reasons the necessity, imperativeness of a cultural and humanistic paradigm of education, which should form the basis of the radical reform of the education system of the XXI century.

ABSTRACT
The problems of socio-psychological and socio-philosophical understanding of the phenomenon of civil identity are considered. The analysis of the concepts of “civil identity” and “ethnic identity” is presented. It is concluded that in the context of globalization, openness and permeability of borders, cultural diversity, the choice of identity is associated not only with multiple options within its cultural and national traditions, but also other ones introduced from the outside.

ABSTRACT
The article considers the questions of methodology of research planning, which helps students to understand the logic of the available information. The article presents the basics of humanization of technical education, based on the requirements of the state program of the Russian Federation “development of education for 2013–2020” sub-program 1 “development of vocational education”. The paper presents the main mathematical methods used in various courses of oil specialties. The pedagogical-psychological approach which is a component and important component of training of engineers, fundamental in the organization of division on intensification of educational process is offered.

ABSTRACT
This article is devoted to the issue of assessing the knowledge of students. In recent years, various methods of assessing knowledge have been presented in the methodological literature, which are of undoubted interest. In addition, we offer new, for example, projects and portfolio. Particular attention is paid in the article to the unified state exam (USE) and the main state examination (MSE), disputes around which still continue. In one of the schools in Stavropol, we conducted a survey of pupils and teachers. As a result of the analysis, the expediency of applying this or that estimation method was revealed. The data obtained as a result of the research was processed and entered into the tables.

ABSTRACT
In this study it is shown that one of the concomitant high adaptability features [1, 2] in winter wheat are high technological, including baking (food) properties. These properties are obtained in the same way as adaptive ones, using the method of chemical mutagenesis. In combination with high adaptive properties, high baking properties contribute to the spread and cultivation of wheat (in this case, winter wheat) in Central Russia. The stability of food properties contributes to this in different conditions, fixed on a genetic basis, which is a novelty.

ABSTRACT
The article is devoted to the role of internal and external supplies of sunflower in the Soviet Union during the Great Patriotic war of 1941–1945, as well as in the prewar years. The basis of the article is the documents stored in the funds of the Russian state archive of Economics, the bulk of which is introduced into scientific circulation for the first time.The article provides an overview of the archival data, on the basis of which the volume of sunflower, received on compulsory deliveries, purchases and other sources of income is determined. The article focuses on allied supplies of vegetable oil under the lend-lease program. The relevance of the study is due to the ongoing discussions about the importance and significance of the contribution to the Great Victory of the lend-lease food supplies. The article presents the results of comparative analysis of internal and external revenues of vegetable oil. The author comes to the conclusion that the Red Army and the Soviet people in the war with Nazi Germany, used to a greater extent internal harvesting of sunflower.

ABSTRACT
The article continues to examine the scientific and pedagogical heritage of Russian teachers. On the eve of the 100th anniversary of the birth of the teacher-master Vasily Sukhomlinsky, his pedagogical ideas are analyzed from the perspective of their actualization for the construction of modern programs of personal education. The theoretical positions and practical ideas of the teacher are highlighted in the new reading today, when the deficit of the system-built and technologically well-functioning educational system is especially acute.

ABSTRACT
In article the problem of distortion of historical memory of scientific community, that is, – the defining disciplinarian images of the events hosted by scientists is studied. Historical memory is influenced by many factors, and including ideological and doctrinal representations of historians of science. This work is devoted to this new and hot topic of an epistemology of history of science. Ideological influence on reconstruction of history of domestic cybernetics is noticed. The expediency of application of the terms «cybernetics», «applied mathematics», «informatics» by the different periods of development of the Soviet computing science and her integration in a row of natural and humanitarian disciplines is indicated. The reliability of myths, widespread in popular scientific literature, is disassembled: about system ideological hindrances of development of the Soviet cybernetics; about futility of the cybernetic project in the USSR. The philosophical outlook of founders of the Soviet cybernetics which has affected the direction of her development is considered.
