ABOUT THE SOCIAL HISTORY OF SCIENCE: ORGANIZATION, PLANNING AND COORDINATION OF SCIENTIFIC RESEARCH IN THE USSR (1976-1980). PART I (P. 3-9)

ABSTRACT
Tenth article V. Kalugin is the continuation of the historical and social essay about the organization, planning and coordination of research in the USSR in 1976-1980. On the basis of research and detailed analysis of various sources, the author has made specific conclusions about the significance of the most important decisions of the Central Committee of the CPSU and the USSR Council of Ministers adopted in the Tenth Five-Year Plan in the Soviet economic planning, including planning of science and technology. Program-target method of planning legally obtained the legal status of the state compulsory method of economic planning, including planning for science and technology. A necessary condition for accelerating scientific and technological progress is the systematic translation of research, design organizations, enterprises and other institutions of various ministries to the new system of planning, financing and economic incentives work on the new technology. In the article, there are three informative tables: the number of scientists of the USSR; number of scientific institutions; number of scientific workers of the USSR in various branches of science.

ABSTRACT
An analytical review of the development-stage catalytic conversion of ethanol with divinyl positions kinetics and mechanism of the process. Analyzed the influence of the specific surface area on the performance divinyl and coking of the catalyst. Identified two alternative catalyst compositions for the industrial implementation of the process of obtaining butadiene from ethanol. Ways of intensification of single-stage production of butadiene from ethanol by initiating the process.

ABSTRACT
The main types of training and the focus on the development of didactic systems built by teachers-researchers from foreign countries: didactic system of Pythagoras, Socrates didactic system, philosophical and didactic model of Aristotle, didactics Comenius, didactic system D. Locke, didactic system J.-J. Rousseau. Article begins a series of articles in which readers the opportunity to become familiar with the history of the teaching of foreign and domestic systems, as well as with the modern theory and practice of learning, from the standpoint of prioritizing the development of educational space today.

Currently, there are very few professions that do not require to model the processes: or to predict results, or with the aim of finding effective solutions to problems, or to assess the importance of consideration of certain factors in the process of professional activity. The requirements for medical staff middle level students need for it personnel knowledge and skills to model professional processes. It is in the study of nature on the basis of physical laws and formed skills such modeling.

ABSTRACT
The main educational activities against smoking. Crucial strategic sectors of the struggle against tobacco use is to educate the younger generation in the spirit of rejection of physical and spiritual poisoning of the body and psyche. It is shown that only a comprehensive and systematic application of appropriate measures, including educational, medical, economic, legal and administrative resources will give a significant effect on reducing smoking prevalence among the population. This is evidenced, for example, the experience of developed Western countries, where, thanks to the large-scale, methodical attack on smoking prevalence, achieved significant results. In Russia, in recent decades the network of health centers and schools for different population groups, health saving technologies developed for different population groups.

ABSTRACT
The article investigates the major historical and contemporary aspects of the bilingualism for example languages Kabardino-Cherkessia. Based on a comprehensive review of bilingual positions and with different methods of social sciences (history, philosophy, ethno, linguistics, law, etc.) To analyze the process of formation and development of bilingualism and bikultury the IV century to the present day and offered his periodization, identified the main trends. Analyzed the application of scientific and other terms of legal and constitutional norms, concrete proposals aimed at improving and developing bilingualism, including on the legal status and the study of Russian culture, the state language of the Russian Federation.

ABSTRACT
The essay focuses on the problems of the pre-school education for the children from nomadic families on the example of the Yamal-Nenets Autonomous District. New types of the early childhood education institutions such as nomadic schools and kindergartens had been opened over last 20 years in different regions of Syberia. The author analyzes the importance of organizing the nomadic pre-school education in tundra regions.
