Eighth Article V. Kalugin - continuation of the historical and social essay on the organization, planning and coordination of research in the USSR during 1971-1975. Scale scientific and technical complex of the USSR (Soviet Union STC), the world’s first organized in our country, is a qualitatively new socio-economic background Soviet socialist system. NTK USSR, including the State Committee for Science and Technology, Academy of Sciences of the USSR, 14 academies of sciences of the Union republics, 6 branch academies of sciences, as well as scientific and organizational units of ministries and agencies having jurisdiction of scientific institutions which the unified state scientific and technical policy and centralized methodological and methodical management of Soviet science. During the Ninth Five-Year Plan of the Soviet (1971-1975). Occurred the formation and development of qualitatively new system of long-term forecasting and long-term (15-20 years) and a detailed five-year and annual planning of science and technology in the USSR.

The article provides a brief overview of the origin, formation and development achievements in the production of organic chemistry as the main direction of the entire industry of the Altai. Identified key turning points in the history of the development and improvement has become an effective way to use gas and solid fuels in order to reduce the use of oil as fuel in Russia. The forecast on the future role of chemical industries in the economy of the Altai and the Russian Federation.

MONITORING RESULTS OF ACTIVITIES OF THE REGIONAL SYSTEM OF ADDITIONAL PROFESSIONAL EDUCATION. PART III (P. 29-36)
This article is the third presentation on monitoring the performance of the regional system of additional professional education (CPE), analyzing the main task of monitoring. Previously considered the first task of identifying the external evaluation of the monitoring results of the consumer. In this report, we consider the solution of subsequent tasks and the overall results of monitoring the performance of the regional system CPE. While monitoring interpreted as diagnostic and prognostic evaluation and monitoring the state of some of the structural elements of the regional network of CPE. Analyzed the organizational, educational, informational, technical, scientific and methodological activities and other conditions of the regional (zonal municipal) training system. The methods of questioning, conferences, talks, interviews, etc. The problems in the work of each of the levels of network training system, suggesting possible solutions to these problems.
