The seventh chapter of the author — the continuation of the historical and social essay on the organization, planning and coordination of research in the USSR in the 1966-1970. USSR State Committee for Science and Technology (SCST), USSR Academy of Sciences , Academy of Sciences of the Union republics and six branch academies of sciences , provided the eighth Five-Year Plan of the Soviet centralized leadership scientific complex of the USSR and carried out scientific-methodological and practical help in forecasting, five-year and annual R&D planning , research coordination . When SCST were established scientific advice on the most important scientific and technical issues that are involved in the coordination of research and development and controlled execution and inter -union scientific and technical programs in the country, regardless of departmental affiliation.

A forming, making and development of Russian gas industry are reviewed in this article. There are also detected the key points in history of natural gas production in Russia Based on the results of industrial and economical researches prospects of gas mining industrial branch are shown and suggestions about future role of natural gas in industry of Russian Federation are also proposed.

Article is devoted to the activities of the mathematics teacher in the learning process, which should always be aimed at developing and maintaining students' interest in mathematics, for mathematical creativity. Excitation of interest in the study of mathematics is to draw attention of students to study mathematics, excited some curiosity about the content of mathematics, to convert it into a curiosity, a passion for mathematics content - a school subject, the direction of students' thinking on the accuracy and subtlety of mathematical reasoning. Interest in studying the different states of human consciousness experiencing in recent decades genuine renaissance. As part of this problem occupies a special place of learning and direct disclosure of the internal mechanisms of the creative act. Ways that reach the desired state, were very diverse, but all of them inherent orientation towards an altered state of consciousness. Understanding the hidden mechanisms of the creative act and the disclosure of its meaning in teaching practice helps to prepare future researchers to more effective creative activity.

In the article G.N. Volkov is presented as the founder of the ethnopedagogical direction in pedagogy; his scientific way from development of problems of ethnopedagogics of his native (Chuvash) people towards creation of «The Ethnopedagogical pansophy», the work that has wide generalizing meaning, is shown. G.N. Volkov's ethnopedagogical heritage is viewed as a system; globality and wideness of vision by the scientist of pedagogical process is shown.

It was represented the history of creation the two new large outstanding directions in genetics: «Chemical mutagenesis» and «Phenotypic variability». It is analyzed the Key to these discoveries, which I.A. Rapoport found. There were analyzed theirs differences, wide utilization in various fields of genetics and selection. It is based the role of I.A. Rapoport as a pioneer of the chemical mutagenesis method in comparison with investigations of another authors. There is analyzed the causes of quick spreading of the method in our country and in outside of abroad, the cause of its mass character. It was described the personality of I.A. Rapoport — scientific, fighting man, citizen.
